Introduction

David Lambert is a research fellow in public law at Cardiff Law School. He has an LL.B. from the University of Wales and is a solicitor and notary public. He was a lawyer in the Government Legal Service from 1966-1999 at the Welsh Office and was its legal adviser from 1991-1999 and Legal Adviser to the Presiding Officier of the National Assembly for Wales 2000-4. He is the Principle Adviser to Wales Legislation Online website which sets out the powers of and legislation made by the National Assembly for Wales, the site is available at www.wales-legislation.org.uk

He has lectured widely on the National Assembly and has contributed articles to various publications. He also lectures and tutors on public law generally.

He is a founder member of the Welsh Public Law and Human Rights Association and also its Secretary as well as being the legal adviser to the Bishop of Llandaff, Deputy Chapter Clerk of Llandaff Cathedral and Chair of the Legal Drafting Committee of the Governing Body of the Church in Wales and a memeber of the Wales Committee of the Law Society.
